The check was returned to me way before with a comment document that had nothing written on it. Just in last 3 days, I got a response letter explaining I do not need to pay the parking fine. This has proven my original thought, which was payment went to one address and violation complaints went to another address.
This is basically accounting department which handles money has to reconcile the books;while the complaints are reviewed in administrative department.
Many ordinary citizen don't know this so they will seriously get confused when a letter of explanation comes later than the check. Why don't the department heads talk about this issue. Because this may seem trivial but for some who barely getting by will definitely get confused!
