There was a recent report on British TV that covered a number of these products, and one of the issues that they mentioned was that a number of packs sampled DID contain the listed herbs and plants, but ALSO contained unstated chemical doping agents that actually gave the high.
The risk with this sort of unregulated drug-like products (often sold "legally" as incense or room fragrance) is that they have no safety data, no purity profile and no know work up of the long term effects on health.
Ironically, the illegal drugs are better characterised and safer than many of the alternatives might prove to be in the long run.
