It's not really the android frames that interest me so much as the abstract AI software "life forms". The going theory among current thinkers is that once software and hardware develops to the point it will be possible to entirely model human brain activity, beyond that human evolution is utterly unforeseeable. Some people are excited about that, and some are terrified.
The thought of a future where such an eventuality is explicitly and legally precluded opens all sorts of possibilities. It's pretty well impossible to legislate the Singularity away, but you could isolate its effects to certain labs and underground markets. The super-human (sometimes referred to as "weakly godlike") AI would then have to start manipulating humanity for their own ends through other means--corporate, market-driven, and political, most likely. I mean, how can you ban a superior life form?

You are sensationalizing a little bit. See, AI isn't as good as you imagine. Instead of creating a perfect model of human brain activity and making it faster and stronger we are brute forcing some of the procedures with more processing power and general knowledge storage. AI can reason, It has wisdom, it can learn and apply what it knows to achieve goals and it can mimic human behavior to the naked eye but when it comes down to it, it's still designed to work within it's parameters.
Is it possible for an AI to be successful businessman? Absolutely. Is it possible for AI to be a psychopath that ends up destroying every human for an arbitrary goal? No. general knowledge, reasoning, wisdom and all of things that the AI relies on to set it's goals are defined by successful human behavior.
Honestly, AI is the least of our problems. You don't need an AI to watch market trends and generally control all of the world's money, There's specialized technology for that and it is in the hands of psychopathic humans. This is why the processors used for artificial brains are banned. It's not some civil rights issue, It's technology that the governments don't want in the hands of the people.
That's just me being all conspiracy theorist, The world isn't quite as distopian as that last paragraph would leave you to believe.
