The last paragraph of the quote is key. This isn't a truly private visit. He has the full support of the White House, therefore I don't see how he can be overstepping his bounds.
It doesn't matter if previous former POTUSs have done similar things. There is no rule that states a POTUS can't continue to be a resource to a current administration. Past success/failure is irrelevant.
