Dogs do that to test you. When they drop it near you, they make you get the ball and thereby dominate you. To correct this behaviour, repeat the command to the dog to retrieve the ball and make sure the dog brings the ball to you. Witholding play also sends the message to the dog as well. That looks like a good machine for handicapped people but ideally, it is best for the owner to actually play with the dog themselves as the bonding is more effective.
