I'm not sure on the kart specs. But check this link, they have info and an in-kart video of laps
NJMP Karting and it says they go 55mph...and it looked quite fast in person.
Check this link in case any of these NY outdoor kart tracks are near you...I bet there are kart tracks close to you

I'll also ask my buddy who is I.T. manager at that new track they're just finishing now in Monticello NY called Monticello Motorsports Park...they may have karts when it's done. He's a major motorhead and would also know what's around that area.
