I fall under the "evil contractor" branch of the military. Some companies, in their contracts, are allowed to let their contractors utilize various services that the military provides out here (reporting a crime to MPs or IG). While I think MPs would more than happily take a report especially in such a grotesque crime, they might not have the jurisdiction to further investigate, and may have to turn over the investigation back to the company in charge of the contractor (again depends on the contract). I think when it comes to such things, there needs to be a structure and ruleset for reporting and seeing that an investigation is carried through, and the second part of that, there needs to be a way to disseminate that information to new people. Being a new person landing on any base out here is different. It's not obvious where to go to report anything, let alone who to go to.
While the military has access to the IG, and through training they probably no that. A brand new contractor with no prior military experience (from the U.S., India, Sri Lanka wherever) showing up on base may not learn these things for weeks, and most people I know aren't willing to ask a frank question of "where do I go to report if I have been raped?".
