This happens to military, and contractors. KBR is definitely looked down upon out here, but the big problem is that people don't know the proper channels to report such events. A new person on base does not know where the MP battalion is to report such a happening through the Military Police (I don't care if it was just contractors, anything like this should go through the MPs first). And often, the company's say "report it to your chain of command" obviously, chain of command in the company, and often your chain of command was somehow involved in the incident (either covering it up, or physically there).
A fair system needs to be setup for reporting this, and then follow-through with investigation needs to happen. Having the rape kit "lost" because the military gives it to the contracting company to further the investigation is not acceptable.
I walk around, and EVERY female out here is on their guard. Between the guys who think "war is for men, girls shouldn't be out here anyway" and the guys who think "these girls just want it anyway" I don't blame them.
I read a report recently that 4 out of every 10 women that go to VA for medical treatment report having been raped during their military tenure. That is ridiculous! The quickest way to make any change is to write letters to you state representatives. The military commercials saying "rape is unnacceptable" or "report mistreatment to your chaplain/family affairs office/chain of command" are not enough to just wipe your hands clean and say "well, we made those Public Service Announcements, isn't that enough"?
