Yes, unfortunately rape happens. Unfortunately, in such a situation as military bases in Iraq, it's almost inevitable that it will happen, no matter what we do to try to prevent it. However, when it goes uninvestigated and unpunished, in such a systematic way, it is a complete failure of society and the rule of law, not just a heinous crime.
