Usually by the time you know you're looking, they also know you're looking.
I usually just smile. Some eye contact and a smile can get you around most anywhere, I've found.

Also, I'm a big proponent of confronting situations that make you uncomfortable.
Most often they pop like a bubble and you wonder what the hell your problem was in the first place.
