These diners are no longer being built-they were built in factories and assembled on site. I've come across six so far in just 3 or 4 months in my state alone, all either for sale or slated for demolition while fake chrome and neon monstrosities get erected down the road. Some of these older ones are taken and added to and then, in a nod to some perceived notion of nostalgia, filled with crap like old movie star prints and fake 45 records.
That first one probably doesn't need a huge bankroll to make it a working diner again but that second one is probably in need of a complete overhaul.
There has been an insurgence of interest in these places(the Food Network has had shows about them and has the series "Diners, Drive-in and Dives" which pays homage to the mom and pop establishments), so one can only hope that there will be some enterprising person who sees potential and doesn't turn them into some false "museum" ala "Happy Days", but instead brings them back to their origins.
