There was another case in New York where a 70 year old man was hit by a car and it took 45 minutes for help to be called.
I personally wouldn't just sit and watch someone who needs help suffer, I would have to help them. (It's like watching Cops and seeing an officer wrestle someone on a highway shoulder and people just pass them, I'd pull over and help him beat the other person's ass)
