Not just be banned from breeding, but also banned from having sex until they demonstrate that they are capable of handling the responsibility. We have driver's licensing and all the rest, why not sex licensing? I don't think ANYONE should be allowed to have sex unless they are sufficiently educated (and I am talking about THOROUGH sex ed, on every danger possible, including 1-on-1 talks with people who suffer from various STD's, who have been paying child support for 18 years, and/or raising a child alone), and who pass a test of character and knowledge first.
