Yes and no. I haven't played the previous iterations extensively, but MK:Wii is definitely casual due to the item system. Misjudge a turn and end up in the water? Don't worry, the game will hand you a Bullet Bill or a Star or a Lightning to help you catch up. Are you doing particularly well this race? You'll get hammered with Blue Shells, POW Blocks and Lightnings -- the negative effects of which seem to last longer depending on how close to the lead you are.
That said, Mario Kart is a great party game because of those features. Even people who aren't too good can pick it up and still have fun. And the retro stages are a lot of fun.

In this situation, yes. I will say that a lot of the new items make the outcome based more on luck than skill (smash balls, I'm looking at you).
