Sometimes it's the breed, sometimes it's the owner, sometimes it's both. But either way, there are a lot of innocent victims of maulings out there. How about the dog mauling in San Francisco that killed a woman? The dog, a presa canario, ripped out the woman's throat, completely unprovoked. For those of you who don't remember:

Either way, we're doing a great disservice to these victims and innocent animals by letting the owners of these attack dogs go unpunished. In my mind, severe fines are not enough, and neither is a civil wrongful death suit. I would like to see community service done. That seems appropriate.
