How are you connecting to the Internet? ADSL? Cable? More likely than not you're connecting through a device that will provide you with an IP address. Try doing an ipconfig /release followed by a ipconfig/renew and see if you get an IP that way.
Otherwise you'll have to go into the settings of your connection and configure the IP manually.
