If nobody objected, I'd have to say assault is in the behind of the slappee...that's a really inelegant analogy.
Anyhow, perception is 90% of the issue. Because nobody objects, it's hard to call it assault. Sort of like punching someone in the arm when you pass in the hall. It's certainly inappropriate - A guy a year ahead of me in school was a notorious ass-slapper and -grabber, and it made walking down the hall a horrible experience, trying to avoid his busy hands. It was disturbing and distracting. You shouldn't have to worry about that kind of shit.
On the other hand, criminalizing this isn't going to do anything but incarcerate and stigmatize teenagers who would do better with a good talking-to.
