Whereas an excerpt of this exercise may also be a tiny piece of a real song somewhere, the part that you describe is a very common finger exercise. I also used to use it as a cool-down exercise at the end of orchestra rehearsals (I played French Horn in college). It improves dexterity and promotes finger independence in the pianist.
It's just an exercise, nothing more.
