She's probably embarassed about telling you to your face, so she insulates herself by giving you the phone number then ignoring it - I suspect that she's hoping you will get the message and move on; that way YOU suffer all the negative emotions and she just breezes on her way.
I'd catch her in private and say "I like you and would like to take you out to a XXXXXXXXXXXXX, if you are interested, please call me, otherwise I'll see you about" and leave it up to her.
That way se has to face up to her social responsibility to you as another human being. Whatever you do, don't do it in front of her girls, or she will bad-mouth you for ever, and you'll never get a date.
Remain polite, and stop being pushy. Five calls vs no responses just seems NEEDY, my friend.
