I have the same problem as P-Naughty, exactly the same in fact. Usually it was ending with her finished up and I tired, happy, but not quite satisfied. Not blue balled though. The only thing that got me off was sex without the condom. Not that I tried on purpose, it just broke. I recommend getting both of you tested and then her on birth control.
