Some women just aren't comfortable with there bodies to do this. For others its more of a 'what if' thing. Even with the best of current intentions there is still the what if factor to consider. Like what if we break up, what will he do with them then? or what if a friend /relative/whoever happens to find them for whatever reason? It could also be a combination.
My thoughts are if she does not want you taking pictures don't even try to convince her to let you. Even doing that is in my opinion a huge breach of trust. People in a relationship should never ask there partner more then once to do something they are uncomfortable doing. The first time is ok, how else will you know how they feel about it but after they have said no leave it at that.
