Actually, I read the book "She comes First" by Ian Kerner. He says there are 18 parts of the clitoris. I just did a quick google search and found this:

So, really, what people call the "clitoris" is only the tip of the iceberg. Ian Kerner says the head pops out when aroused, but then retracts during orgasm. Also, it is sensitive until aroused, then can be rubbed hard, then is very sensitive after orgasm for a few minutes.

So, timing is very important. The giver has to be very aware of the state of arousal for best results.
