Well, there's the Wii coming out, which is in your price range.
If you're looking for something with a large established game base, I would recommend sticking with the Playstation 2. It's definitely in your price range, no online stuff nesscessary, and has a large game base with racing games, games for 7-11 yr old range, etc. Also, the graphics don't suck.
