ISP blocking P2P Progams?

Don't know if anyone can help, but I think my ISP is blocking me from using filesharing proggies such as kazaa lite, shareaza, ares etc. They all seem to have stopped working, and the firewall isn't blocking them. Shareaza told me I was behind a firewall even though I had allowed it access.

The progs just freeze up... any ideas on how to get round this

Plus my ISP is NTL (cable) and are they legally allowed to stop me using bandwith that I pay for if this is the case?
