Those sounds like a bacterial skin infection. I've seen them on another person. Try putting antibacterial ointment under your breasts after each shower and perhaps during the day. Also a powder with cornstarch is helpful.
They tend to appear on the torso and more often in skin folds, under arms, under breasts, etc. They can usually be controlled with antibacterial creams and even some acne treatments. Otherwise the Dr might prescribe an oral antibiotic.
The other possibility is a fungal skin infection but those are less common where you described. They tend to be flat very small vesicles that are filled with CLEAR fluid and that itche badly before they burst. These sounded more like inflammed pimples almost - that would be bacterial most likely.
