I think someone here has a foreskin to pick with us. Also while you didn't intend it as humor, as an American who in the past has had to deal with people from around the world on a daily basis, I can state, with certainty, that personal hygiene is NOT a top priority in many parts of even the free world, or they wouldn't smell as god awful as so many of them do, and its not just the French.
I am a dentist and you would be surprised how many people think they do a good job brushing their teeth, when in fact they did a awful job. Assuming someone is doing everything properly because they said they are or think they do is often a mistake. You start with the basics before you find the exotic solution. IF his hygiene is proper THEN look for an infection (most likely due to earlier poor hygiene).
To the OP: I’d recommend an antibacterial soap, and washing with an erection to get in all those hard to reach places. I’ve found ‘Dial’ to be a good antibacterial soap, but they have stronger ones out there I’m sure, I’ve just never looked. If that doesn’t work, then move onto ‘Doctor my penis stinks.’
