Short answer - yes. We ate a lot of meals that were considered "budget" and we easily spent 12 pounds for two people. We stayed with a lot of friends and family for accomodation, but one B & B we stayed in was mid-range and it was 55 pounds for the both of us.
Best thing to do is plan in advance using the Lonely Planet guidebook which we found indispensible. As far as travel, we got a couple of BritRail passes which provided us unlimited rail travel within England for 2 weeks. These can only be bought outside of England by non-citizens! They were $440 Canadian each but well worth it since we traveled all over the country. Apart from frequent rail trips into London from Crystal Palace, we pretty much made 6 major stops around the country.
