National permit means it's issued by the Federal government rather than the state. All of the Pennsylvanians who have state permits would get them from the Feds instead of the state gov't. This is strictly a local issue, and I'm surprised that conservatives want MORE government meddling in local affairs. A state and/or local government should be able to decide who qualifies for a gun permit and under what circumstances.
