BTW, my statement regarding 100 miles was about OTHER skilled people who can live in a major metropolitan city and still service the loction. It isn't so remote that any time someone will go to the site it's such a hassle to get there that it's so expensive and costs associated with on site visits becoming cost prohibitive.
I'm not familiar with the "year round housing" that is 14 miles from the mountain, but if it's anything like the small desert communities I have driven through in San Bernadino, Mojave, and the like, I'm going to suggest that they get relocated in some fashion.
It's not like there is major infrastructure like sewer, gas, electrical, natural gas. If I recall correctly those small communities are propane based for fuel, electrical and phone lines run, septic tanks for sewage. All of which aren't impossible or cost prohibitive to relocate.
