It may be true. I thought I'd try this out this last time I got my period. My MIL is done going through menopause but on the recommendation of her Dr. she'd gotten a jar of this cream to help deal with it. She's very allergic to things and was scared to try it so it was never even used.
I didn't intend to completely stop my period really. I just wanted it done in time for the weekend when we'd have a chance to swing. Sometimes I can go for up to 7 days and I wanted to be done in 3 days. I started using the cream as soon as I started my period and found that it ended in about 3 days of using the cream. I don't know about using on your belly but the directions on the jar suggested that I put it on my palms and the soles of my feet. It was a rich cream that was good for my skin as well so I figured it would at least be that if it didn't help end my period early.
Also I was afraid it might end up with a rebound effect once I stopped using it. I only used it till the weekend was over and then stopped. I had no spotting or 'second' period.
My verdict - this might at least be helpful to postpone or shorten the length of a period. I have not tested to see if it would delete one from my schedule altogether.
