Whether or not you should be pissed is up to you. They're not actually trying to yank your chain; the boss is just overwhelmed right now, and/or disorganized. That said, I agree with the other posters: this gives you a pretty good idea of what life is like that company; no matter how good your coworkers, the boss's style resonates down through the company; and if it's an irritating, maddening style, that's going to affect everything you do there.
