id contact the probation office. go in if you have to, or try to find out who his probation officer is and try contacting that person directly. i wouldn't contact your ex, since you've gone the route of persuing it through a 3rd party, i'd stick to that.
as far as the times of disbursement not matching up to your court order, i'd guess you're out of luck. If anything i'd guess they would make you go back and ammend the order to the dates that probation does check runs if you wish to use that as a collections method -- they're partly doing you a service by being the middle person here.
However, if the ammounts don't come out to the same in the end, i think thats a valid complaint, but its something you would need to take up with the probation department.
As far as summer and unemployment, at least in my state, if an agency is doing disbursement, they will pay no matter what, and then get their money back out of your ex, either by garnishment, additional supervision fees, etc.
