I'm thinking....
It might be possible to use a windows terminal services client, to log into your machine and display this session in another window. Something to try. I think a second connection is "free". To get an independant desktop you'd have to use an alternate account though.
A related but different thing - is to log in a second session with different privileges, ie I often use
runas /profile /user:administrator "program.exe"
or similar to get a window up with alternate details. ie I might open mail (as X) while doing development (logged in as Y).
I saw something on a project called "Bochs" or "Bocks" (not sure) recently. A "freeware" VMware project. It'd be slow though .... it's software emulation.
Finally.... it's worth checking for shareware desktop utilities on ZDnet, Tucows or similar. Just a thought. What you are asking for is actually a little different from what VMware, runas and so on, do.
