I would say it is typical of any club that mainly focusses on hip-hop music. It tends to happen A LOT. Not so much with other forms of music. I don't think there's as much grinding going on when there's techno beats being played.
I can't comment on 21+ clubs, because i've never been.
In general, if you want to ask a girl to dance, just ask her. Unless she's already on the dance floor (because then you look a little silly. "Uh.. i'm already dancing buddy, and you're already near me. Didn't give me much choice did you?"), then you can either attempt to do the "no pants dance" from behind while clothed, or you could slowly move towards her while trying to make eye contact.
