My guess is that the flour is mixed with water and flavors.
Then cold pressed under great pressure into a flat shape.
My attemps to make the basic stuff has only made a gooey mess :-)

Indonesian shrimp crackers, made of tapioca flour, salt, ground shrimps and various spices. Thin wafers fried in boiling oil.
