My guess is that the flour is mixed with water and flavors.
Then cold pressed under great pressure into a flat shape.

My attemps to make the basic stuff has only made a gooey mess :-)
Here's what Wikipedia has on it

Indonesian shrimp crackers, made of tapioca flour, salt, ground shrimps and various spices. Thin wafers fried in boiling oil.

sadly there is no specifics on how to prepare it.
