i'm not quite sure what you're getting at when you say "multitude of scandals over the last few years". are you referring to the psy-ops listed in the article? do you really think planting US-favorable info is a
scandal? if so, how in the world can you separate the described instances from other psy-op methods? if you condemn those uses of this millenia-old strategic tool, how can you avoid advocating the removal of it from our military's arsenal altogether?
even considering all that, each instance (it seemed to me) was directed at foreign audiences... i don't think you can justify linking it to fears of domestic propaganda with the given information.
