The heat is produced no matter what you do. You have two choices: one, go replace as many parts of your computer as possible with lower-powered parts (there are desktops made with laptop parts for example) to decrease heat produced; or two, drain the heat from your room more efficiently. Blow the air out the door, open a window, whatever. Putting in a water cooling system will only absorb a certain amount of the heat, which will then transfer to the air and you get the exact same thing again.
