I'm confused as to why the writer thinks "spoken aloud" and "forced on the students by teachers" mean the same thing.

Or does the writer mean they've outlawed guns in school. If so, why is this a problem? Lemme get this straight. He wants people to go to school, armed to the teeth, and then start praying. Sounds a little odd to me.
