The point is, one of the major talking points is that wearing clothing should not automatically "invite" sexual advances- regardless of the age of the person wearing them. So basically what you two are supporting is the ideal that if a woman wears a low-cut blouse, she is doing so because she wants me to stare at her tits and drool over (figuratively) her cleavage, and is openly inviting any and all on-lookers to give her sexual advances.
