Yea, I've got a lot of programming skills, but honestly -- would it be worth the effort? Probably not. We've already got an IRC chatroom where we can hang out and talk to a bunch of people.
What would the advantages of of a 3D chat room be? Well, uh, it could make Moe's a lot more interesting, but only if someone spent a massive amount of time programming character animations. And .. that's about the only real advantage I can think of. After all, it's not like people are going to look like themselves (or at least not for the most part).
But we could walk around and ... and then limit ourselves to talking to a subset of people because we're too far away from everyone else? Just start a private channel on IRC and invite who you want. Then you can talk on that one - and the main channel.
Don't get me wrong, it's a neat idea - but I just don't really see the advantages of this over IRC. Not to mention that we'd have to make it compatible for Mac OS, Windows, and Linux/BSD - otherwise people would be left out (and that would massively decrease usage).
For instance, if I want to talk to JinnKai, but I know he's running a Windows machine, and I've got a FreeBSD machine, and yet the "Tilted World" client doesn't run on FreeBSD, then why would either of us use TW instead of IRC (which works for all platforms).
