I am completley against animal cruelty, but this seems to go to far. The goldfish bowl thing I can agree with, but having a FINE for not walking a dog? I agree they need to be outdoors and they need a bit of freedom, but giving a fine for just not walking them seems ludacris. Most people don't have the time OR effort to take a dog out 3 times a day...I have 2 dogs and I rarely get a chance to get them out that often anymore...
