I'll third the picasa suggestion, and add that in addition to basic it can do some pretty daggone advanced editting as well. White balance, red-eye, hue, saturation.
I also want to add "Microsoft Picture and Fax Viewer" for viewing and rotating, and
this for resizing photos. When installed, it provides "right-click on a photo or directory" functionality to quickly resize selected photos for emailing. Quick and easy.
