Why are you opposed to the war on drugs? I'm currently taking a Drugs&Crime class at my university. The general concept is that drugs are bad, cause a lot of crime, but there isn't a pretty solution to them, no matter how you try to slice it. You have to attack drugs at all levels. Local cops go after pushers and addicts, regional cops go after distributors, and feds go after importers or try to work with international agencies to go after manufacturers.
Despite that, any time you take out people at any level of the chain, more people will step in to recreate it. It doesn't - at all - mean you should stop, though.
Car chases are an entirely different subject. You have to pursue individuals - you can't just "let them get away" because a lot of the time you may never see them again. Furthermore, if someone starts to run, they can cause a lot more harm to people because they're in an anxious and panicked state, so you want to ensure that you stop them. That said, rookies can cause a lot of harm wrecking on interstates/etc. in car chases.
Bad cops makes big news - there's nothing new about that. However, you have to realize that overall very few cops are corrupt. There are corrupt lawyers, corrupt doctors, corrupt politicians (shock!), and corrupt cops. Just because some cops are corrupt doesn't mean that you should hate cops - you should hate the corrupt cops.
