I don't think she means it as a slam on men... I think it means the same as, " if there is an opportunity for some women to act like bitches then it is highly probable some women will act like bitches", meaning that some people are just dipshits or bitches, and if presented with an opportunty to be a dipshit or bitch, they will take it, because that's what they do.
Unless she really meant it as a slam on men, in which case that's different.
