I think it might be the bioluminescence, but as pointed out, they normally need nearby activity to light up.

I shat myself once, swimming back to the beach at Catalina island.
Myself and a friend had anchored the boat about 50 yards offshore and were swimming back to the beach for the night where the rest of us were having a barbeque and a sleep-over.
I turned over to do backstroke and saw this 'thing' in the water behind me. I called out to my buddy who looked behind him too and he started panicing and swimming faster shouting that he had one following him too.

I almost lost it. I had shorts and dive fins on and it just kept pace with me. Then I realised that it only glowed with my kicks.

Had a good chuckle on the beach.
