I have a few friends that have it done, one reason I've heard is that it feels amazing. The tissue surface of the urethra is very sensitive and opening it up exposes more surface area to feeling during sex.
I know of at least one TFPer to have it done, but he's out of town at the moment. I'll try and point him here when he gets back.
