The articles you reference have many good points. I think the following has a lot to do with the problem:

As long as young women and men continue to want to have babies with no way to support them the problem will continue. Access to abortion and birth control will have little effect if they want to reproduce. Somehow society has to try to convince/enable them to feel self-esteem and that having babies is not in their best interest.
What is it that makes young men/boys want to impregnate young women/girls when they have no intention of supporting their babies? What is it that makes young women/girls want to give birth under these circumstances?
