Seriously, I shouldn't even have to post this. But I looked at the site and took those two quotes from a seperate site regarding the 'woodpecker grid.' I couldn't take them from the linked site in the OP, but googled the term on the site's advice.
So apparently the Soviets and the KGB are controlling some sort of electromagnetic grid that allows them to create storms and other ecological phenomena at will (including heat waves, cold snaps and even earthquakes and volcanos). That's pretty impressive for a nation that was dissolved more than a decade ago. Doing things that violate the laws of thermodynamics completely and are by the account of any reputable physicist, mathemetician or ecologist physically impossible without any traceable infrastructure due to the nation in control being 'dead' as far as the rest of the world knows, that must take a lot of coffee.
Or maybe it's the same old unsubstantiated claptrap that's all over the net. Going through his website the only outside reference I found was to a similar site making the same claims, but that had no other outside references themselves. I've said it before and I'll say it again - extraordinary claims beg extraordinary proof and he has not a shred of evidence to back up what he's saying. Some interesting looking clouds don't cut it (I couldn't pick out the so-called 'square' and 'diamond' formations even after reading where they were in the photographs), you'd need hard physical evidence and all the vehemence in the world won't change it.
The sad part is, I've no doubt that he thinks it's completely worth quitting his job over and fully believes that the red army really is controlling the skies. Despite not a shred of evidence to support it (and a fair bit that contradicts it, for that matter) he's very likely to defend it to the death if my prior experience with people like this is anything to go by.
