Its very possible. Probable? Not likely. There have been many tests and experiments regarding weather manipulation. Some were successful others did nothing. During WWII the British used to fly above the clouds and drop salt into them to cause showers onto enemy territories. Not sure exactly how that worked or what the point of it was, but they did accomplish it.
Albert Einstein worked for many years attempting to create formulas to predict, prevent, and cause certain natual weather events. If youve ever played Command and Conquer Red Alert 2 they go into detail in the storyline of this game about Einstein and his attempt (and in the game successes) in making weather related machinery to affect weather patterns.
In theory this is all possible to create severe storms by playing around with the electromagnetic fields in the atmosphere to create these storms. But then again the amount of energy needed to create a storm like a hurricane is pretty signifigant to the point that it would disrupt any other electronic related device in the area. It would create a 'pinch' effect. If youve ever seen Dark Angel the TV show the result of the world they live in was caused by an electromagnetic pulse (a pinch) and killed all electronic devices in the world. Something similar would occur when attempting to create the force necessary to create a storm of Katrina's or Rita's magnitude.
But if you think about it another way they could use smaller amounts of energy timed perfectly and use a smaller storm like a snowball effect. The smaller storm would be sent on its way across the ocean allowing it to gain in force, like a snowball rolling down a mountain gathering snow along the way untill it reaches the bottom as a huge boulder.
Who really knows though. Its all just theory.
