I may be missing something, but I also don't understand what the big deal is with this note? Don't get me wrong, I'm no George Bush fan. I'm not even American. Regardless, he's at an international meeting (a UN conference) with dozens of diplomats. He really has to take a piss. He asks his staff member in charge of diplomacy whether it's appropriate or not to leave in a UN conference to take a piss. He's trying not to offend anyone by leaving, and asking the expert what the etiquette is.
Good for him.
